Bolivia
introduces land law reform
Bolivia's
president Evo Morales has proclaimed victory after a controversial
land reform bill passed through Congress and Senate on Tuesday
in the teeth of determined conservative opposition.
The bill
will seize and redistribute some 77,000 square miles of 'unproductive'
government land in favour of the impoverished Indian community.
It passed
in the Senate by 15 votes to none in opposition – although
27 senators were absent.
The vote
ended a week of deadlock since conservative leaders walked
out of the Senate.
Morales had
threatened to impose the law by presidential decree if the
Senate did not reconvene by Tuesday afternoon.
More than
3,000 Indian demonstrators, who had descended on Bolivia's
capital La Paz in support of the reform, celebrated.
"It
is not possible, my friends, to have so much land in so few
hands, and so many hands without land,'' Morales told about
10,000 supporters in a La Paz plaza.
Some agribusiness
leaders have said they are prepared to use force to defend
their farms against government expropriation.
The law empowers
the government to seize corruptly obtained land as well as
unused land – which will alarm the prominent landowning
families who the government has recently accused of land fraud.
